Laura Hoffmann is a member of Winstead’s Real Estate Development & Investments Practice Group and Zoning & Land Use Practice. Her practice involves representing developers and land owners in zoning, land use, and economic development incentive matters before municipalities and other governmental entities. She also advises equity investors and lenders on entitlements.
She has experience with a wide range of development types in both urban infill locations and north Texas’ quickly growing suburban cities, including office/industrial, data centers, mixed-use, multifamily, single-family, specialty housing, retail and schools.
Representative Experience
- Assists developers/landowners in zoning, platting and subdivision, sign regulations, building permits, easements and right-of-way abandonments
- Negotiates economic incentive requests and agreements, including tax increment financing, tax abatement, Chapter 313 School Value Limitation Agreements, Chapter 380 Economic Development Agreements, and Texas Enterprise Fund (TEF) Agreements
- Rezoning requests, board of adjustment variance and special exception appeals, and other land use regulations
- Documentation and negotiation of easements, development agreements, impact and development fee adjustments, and related agreements with municipalities and governmental entities
