Matt McPhail is a member of Winstead’s Public Finance Practice Group. Matt’s practice is focused on public finance and local government law with an emphasis on representing water supply corporations, municipal utility districts and other special districts as general counsel.
Representative Experience
- Provides guidance to special districts on Texas Commission on Environmental Quality regulatory compliance, open government, elections, rate proceedings and transactional real estate matters
- Negotiates wholesale water and wastewater agreements, consent and development agreements, pass-through service agreements and contracts for road, utility and recreational amenities on behalf of special districts and developers
- Counsels clients on contested water rate cases before the Public Utility Commission of Texas
- Advises private developers on real estate acquisition and development projects requiring public debt financing and project reimbursement
